Gaza is experiencing a catastrophic water crisis. Displaced families survive on as little as 3–10 liters per person per day, far below the WHO emergency minimum of 15L. Blue Filter is already there, delivering safe water by tanker truck across North Gaza and Gaza City. This overview documents how the partnership runs, from field operation to fund flow.

Partnership Structure

Two organizations, clear roles

Blue Filter and Livity entered a formal Memorandum of Understanding on March 27, 2026. Blue Filter leads field operations. Livity leads the funding infrastructure. Both partners underwent structured due diligence aligned with international best practices for anti-money laundering (AML), Know Your Customer (KYC), and Know Your Business (KYB).

Funding Operations

From purchase to water on the ground

The Alef Drop raises funds through NFT sales at livity.io/gaza-campaign, with tiers from $20 to $100,000. People can join using crypto, credit card, Apple Pay, or Google Pay via Crossmint. 100% of net proceeds flow directly to Blue Filter’s operational wallet, converting to local currency only when the field requires it, for daily truck rental, fuel, and labor. Every transaction is publicly verifiable.

What the partnership manages daily

Security & freedom of movement Movement is severely restricted across Gaza. Bombardment disrupts deployment schedules and supply chains for parts and chlorine. Routes adapt daily to real-time security conditions. Operations are decentralized to reduce single-point vulnerability.
Fuel availability & cost Fuel import is tightly restricted, and regional conflict has raised the cost of each truck run. The daily rental model scales up or down with available funds, so partial funding still translates into partial operations rather than none.
Water treatment infrastructure 96% of households in Gaza lack access to sufficient water. Most desalination plants, wells, and sewage facilities are damaged or barely functioning. Blue Filter treats water with powdered and liquid chlorine at the point of distribution, bypassing the need for fixed infrastructure.
Financial & regulatory barriers Cross-border transfers into Gaza are heavily obstructed by AML and CTF protocols. International banks de-risk by cutting ties with local institutions. The on-chain treasury minimizes reliance on traditional banking. Off-ramping to local currency happens only when field operations require it.

Compliance & Legal Framework

Governed and verifiable

MoU signed March 27, 2026. The Blue Filter–Livity Memorandum of Understanding defines fund flow obligations, reporting requirements, and accountability between both partners. It governs how proceeds are transferred, tracked, and reported.

Key insight: a single fully-loaded 10,000L truck costs about $500 all-in (rental, fuel, and labor) and reaches roughly 500 people with 20L each, at about $1.00 per person per day.

Planned Next Phases

The road to a $100,000 raise

Phase 1 (active now). Daily truck rentals and distribution to displacement camps.

Phase 2. Monthly truck rentals where available, lowering the marginal cost and reaching more people more regularly.

Phase 3. Storage tanks installed in-situ to hold water beyond what trucks can distribute and to build reserves.

Phase 4. Procurement and deployment of a small-scale reverse osmosis treatment unit.

Phase 5. Long-term expansion to reconnect households, businesses, schools, and health facilities as reconstruction becomes viable.
